Mount Laurel Man Receives Prison Time for Sexually Assaulting Juvenile

Burlington County Prosecutor LaChia L. Bradshaw announced that a 25-year-old Mount Laurel man has been sentenced to seven years in state prison for sexually assaulting an underage female last year after communicating with her on a messaging app and convincing her to meet in person.

Under an agreement with the Prosecutor’s Office, Jake E. Toczylowski pled guilty in October 2025 to one count of Sexual Assault (Second Degree) in exchange for a seven-year term of incarceration. The sentence was handed down March 18 in Superior Court in Mount Holly by the Hon. Gerard H. Breland, J.S.C.

The investigation began in August 2025 after a family member of the victim contacted the Mount Laurel Police Department to report the sexual assault. The investigation revealed that Toczylowski arranged to meet the victim in person after communicating with her online. The sexual assault occurred in his vehicle while it was parked on a township street. Additional details are being withheld in an effort to protect the victim’s identity.

At the time of his arrest, Toczylowski was employed by the Mount Laurel Township Municipal Utilities Authority. A condition of the plea agreement bars the defendant from holding public employment after he completes his prison term. He will also be placed on the New Jersey sex offender registry and be subjected to parole supervision for life.

Prosecutor Bradshaw urged parents to take a strong role in knowing who their children might be communicating with in cyberspace.

“Unfortunately, this type of crime occurs way too frequently,” Prosecutor Bradshaw said. “Children must be cautioned about interacting with strangers and also encouraged to immediately report inappropriate communications.”

Multiple online resources exist to assist parents in protecting their children, including information provided by the New Jersey Internet Crimes Against Children Task Force, of which the Prosecutor’s Office is a member. Those materials can be accessed on Facebook at https://www.facebook.com/newjerseyicactaskforce.

Toczylowski was prosecuted by BCPO Assistant Prosecutor Keith Carmy. The investigation was conducted by the Mount Laurel Police Department Detective Bureau and the Burlington County Prosecutor’s Office Special Victim’s Unit. The lead investigators were MLPD Detective Kevin Scheuren and BCPO Detective Kerry Butler.
